HOA fine rules by state
What a homeowners association has to do before it fines an owner depends on the state. Of the 50 states, 24 have a statute that requires notice before a fine, 24 provide a hearing by statute, and 18 have no HOA-specific fine statute at all, which leaves the procedure to the community's own CC&Rs. Each state page quotes the statute text and gives the citation.
